Underground utilities on private property are often beyond the meter or utility shut off and therefore owned by the property owner. Other utility companies do not provide locates for these utilities. There also may be gas, electric or cable lines extending to an outbuilding that would be considered private and will not be located by gas/electric/cable companies.
